Scene One: The Two-Week Window

The maps had been on the board since March, and by June they had acquired the dishevelment of documents worked past usefulness — the northern sheet curling at its lower corner where the pin had worked loose, the ink along the Columbia's course faded to a grey suggestion of a river. Buchanan had redrawn that course twice in pencil, each revision moving the line a fraction southward, each fraction a concession he could not yet name to anyone and would not survive naming to Polk.

He heard Allen's knock before his man could announce it, and was already crossing the room.

'Senator.' He opened the door himself. 'You will forgive the disorder. I was not expecting company this evening.'

Allen came through the doorway as he came through every doorway — not through height but through mass of will, Ohio's voice and Ohio's certainty packed into a broadcloth coat gone damp across the shoulders. The smell of horse-dung and heated stone entered with him, and beneath it the sourness of a man who had walked from Capitol Hill in the Washington summer. The heat did not dissipate. It colonised.

'I will forgive a great deal,' Allen said, 'if you give me something to drink.'

Buchanan poured. He filled Allen's glass to three fingers and left his own on the sideboard. He gestured Allen toward the better chair and took the straight-backed one himself, angling it so that the lamp fell on Allen's face and not his own.

'The Oregon question,' Allen said, before he had fully settled.

'It is much on my mind.'

'I should think it is.' Allen turned the glass in his hands, the glass sweating in the close air. 'I should think it keeps you from sleeping, Mr. Secretary. A man with the Western Democrats watching every dispatch that leaves this building — I should think Oregon visits him in the small hours.'

'The interests of the republic are not so simply reduced as—'

'I have a document.' Allen set his glass on the table and drew from his coat a folded sheet, thick with signatures. He spread it across his knee. 'Twelve names. Men who will sign their names to a Senate resolution condemning any settlement that places the boundary below fifty-four forty. Men who have constituents in Illinois, in Missouri, in Ohio, who went to the polls last autumn on the understanding that this administration would stand for the whole of Oregon or explain itself before God and the Democracy.' He smoothed the page. 'I can have the remainder within the fortnight.'

Buchanan looked at the resolution. He did not reach for it.

A moth had found the lamp and was working itself against the glass chimney — tick, tick, tick, a dry and insistent percussion — and Buchanan pressed his palm over the chimney's top until the sound stopped, then withdrew his hand.

'You would circulate that resolution before there is a treaty to condemn.'

'I would circulate it before there is a treaty to prevent. There is a difference, Mr. Secretary, and I believe you understand it.'

Buchanan rose, crossed to the sideboard, and refilled Allen's glass. His own remained untouched.

'I wonder,' he said, still standing, 'whether you have read the War Department's most recent assessment of General Taylor's position at Matamoros.' He went to the desk, moved aside the upper Oregon sheet, and withdrew a dispatch — not the one he had received that morning, which was confidential beyond any use he should be making of it, but whose substance he now set before Allen in the measured tones of a man who has decided that consequences are someone else's concern. 'The supply lines from Point Isabel are precarious. The ammunition train cannot sustain active operations at the current scale beyond weeks without substantial reinforcement. The general has made this known.'

He placed the dispatch in Allen's hands.

Allen read. The moth resumed its ticking against the chimney glass.

'I ask you to consider,' Buchanan said, 'whether this republic, at this juncture, proposes to fight two empires simultaneously with an army that cannot feed itself. If your resolution passes and the Oregon negotiation fails, Senator, you will have given the Western Democrats a slogan and given the British Empire a fleet action. That is the arithmetic. I did not compose it.'

The windows were open but offered nothing — the June air came in thick and warm and sat there, and both men's collars were dark with it. Allen turned the dispatch over as though looking for something on the other side.

He did not promise silence. He did not surrender the resolution. He folded it back into his coat with the deliberateness of a man returning a weapon to its case, and said: 'You have a fortnight, Mr. Secretary. I would not presume to advise you on its employment.'


Scene Two: The Legation

The British Legation received him with the formality of a minor court. A liveried servant took his card on a silver tray and bore it away down a corridor hung with portraits of men who had governed larger territories than this republic yet contained. Buchanan waited in the vestibule, hat in his hands, breathing beeswax and old carpet and something faintly vegetal — hothouse flowers, or the mustiness of English upholstery transported across three thousand miles of ocean and never reconciled to the climate it had reached. The floorboards beneath his feet were waxed to a shine that caught the light from the transom window and returned it as a dull amber glow.

When the doors to the reception room opened, Pakenham was already standing behind the writing table, the decanter and two glasses arranged before him with the precision of altar furniture. The curtains were drawn against the afternoon sun. The portraits of the King and the Duke of Wellington hung in their appointed places, their painted faces reduced by the cultivated dimness to expressions of permanent, imperial expectation. It was a room designed to remind its visitor that he was, in the final accounting, a provincial.

'Mr. Secretary.' Pakenham inclined his head — not a bow, precisely, but the merest sketch of one, calibrated to convey respect without conceding precedence. 'You honour us.'

'The honour is mine, Minister. I am grateful for the audience at such short notice.'

Pakenham poured. The wine caught the lamplight as it fell — a deep amber, almost tawny — and Buchanan accepted the glass and touched it to his lips. Too sweet for the hour, heavy and faintly cloying. He set the glass on the table's edge where it would remain visible but need not be touched again.

Pakenham settled into his chair. He was careful in the manner of certain Irishmen of rank — not from timidity but from long practice of carrying an empire's expectations in a room where that empire was not universally admired. His correspondence with Lord Aberdeen was, Buchanan had reason to believe, voluminous and precise.

'The Secretary of State does me the honour of a second visit within the fortnight,' Pakenham observed. 'I take this to mean that the view from the State Department has clarified somewhat.'

'It has.' Buchanan tilted his head — the left eye had begun its familiar ache in the close air, a pressure behind the orbit that forced the angle — and laid both hands flat on the table. 'I believe we are in a position to conclude this matter. The forty-ninth parallel, extended to the sea, with the stipulations previously discussed regarding Vancouver's Island and the free navigation of the straits.'

'We are,' Pakenham replied, 'very nearly in such a position.'

He drew several pages from the portfolio at his elbow, folded and sealed with a red wafer. He broke the seal, spread the pages on the table between the two men, and rotated the text to face Buchanan.

'My government has prepared a draft memorandum, which it proposes as a necessary accompaniment to any boundary settlement. The substance is in the second paragraph.'

Buchanan read. The second paragraph was not brief. It required written acknowledgment by the Government of the United States that the navigation rights of British subjects on the Columbia River — the whole river system, from the boundary line to the river's mouth — were perpetual, irrevocable, and not subject to future legislative restriction by the American Congress. The word perpetual appeared twice. The word irrevocable once — suggesting the drafting had been done with care about emphasis.

He looked up. 'The scope of this exceeds what I had anticipated, Minister.'

'Lord Aberdeen requires something he can present to Parliament. A settlement at the forty-ninth parallel will be characterised, in certain quarters, as a capitulation. His Lordship requires evidence that the concession was not unilateral.' A pause, precisely timed. 'This provides that evidence.'

Buchanan placed his hand flat on the memorandum. The paper was heavy, costly — the production of a foreign ministry that wished to convey permanence. He could feel the grain of it beneath his palm, the faint ridge where the seal had been pressed.

'If I sign this,' he said, 'I bind the Congress of the United States in perpetuity on a matter over which it holds sole legislative authority. No minister of state possesses that power. No President possesses it. You are asking me to commit an unconstitutional act and dress it in diplomatic language.'

Pakenham received this without alteration of expression.

'Then I am not in a position to recommend any settlement to Lord Aberdeen. And I must tell you frankly, Mr. Secretary, that His Lordship's patience with this negotiation is not inexhaustible. There are voices in Parliament — Lord Palmerston's among them — who regard the Oregon question as already settled by prior right, and who would welcome the failure of these discussions as confirmation of their view.'

The room was very still. Behind the curtains, a carriage passed in the street — the grind of iron wheels on stone, the sharp report of a horse's hoof — and then the afternoon closed over the sound again.

Buchanan withdrew his hand from the memorandum and slid it back across the table.

'What I am in a position to offer,' he said, 'is the understanding of a gentleman and a minister of state. This government has no desire to disturb the commercial arrangements by which British subjects have navigated that river. The practice is established. We do not propose to unestablish it.' He paused, letting the weight of what followed arrange itself before he released it. 'I give you my word, as the head of this republic's diplomatic service, that such navigation will not be molested. That is not a new concession, Mr. Pakenham. It is a recognition of what already exists.'

Pakenham's eyes moved once to the memorandum, which lay where Buchanan had returned it.

'A gentleman's understanding is not a treaty provision.'

'No. It is something older. And, in certain respects, more durable.'

The decanter stood between them, the amber wine untouched since the first pouring. Pakenham folded Aberdeen's memorandum and returned it to the portfolio. The soft click of the leather clasp filled the silence.

'I shall require until Friday.'

'Friday will suit admirably.'

Buchanan rose. He left the Madeira unfinished. The liveried servant returned his hat at the vestibule door, and the afternoon heat struck him as he stepped onto the portico — a wall of it, dense and close, carrying the smell of the canal and the faint sweetness of cut grass from the legation's garden. He descended the steps and turned south toward F Street.

He had offered Pakenham a verbal assurance on the river navigation. He had given his word as the head of this republic's diplomatic service.

He did not have the authority to give it.

The knowledge settled behind his breastbone like a swallowed stone — small, hard, irretrievable.


Scene Three: The Burning

The room on F Street pressed close around him. He had taken a hackney rather than walk, and the leather seat had been hot against his back, the cab smelling of tobacco and old wool and the faint ammonia of a horse that had not been well-tended. Now the lamp was lit, the wick trimmed with two practised turns, and the blank foolscap lay before him in the circle of light.

You will offer nothing on the Columbia without my written approval.

The instruction arrived not as a voice but as a sensation behind the sternum — Polk's prosecutorial monotone, flat and permanent as a deed of conveyance. He had received it six weeks prior, in the cabinet room, during a conversation that had lasted eleven minutes and had concluded with Polk turning back to his papers as though Buchanan had already departed.

He picked up the pen and began to write.

The first draft came quickly, as the truthful account always does: the afternoon's negotiation, Aberdeen's memorandum, the impasse, the assurance offered in lieu of signature, its precise language — that British navigation on the Columbia will not be disturbed, this being a recognition of existing commercial practice rather than a new concession — and Pakenham's conditional acceptance, his confidence that Aberdeen would concur. It covered two pages in Buchanan's careful, slightly compressed hand. It was accurate. It was complete.

And if Polk read it, the treaty was dead.

Not merely the Oregon settlement. The assurance Buchanan had given exceeded his authority by exactly the margin that Polk would require to repudiate the negotiation, recall the offer, and replace his Secretary of State before the Senate convened in the autumn. He could see the sequence with the clarity of a man reading a brief he has himself composed: the cold summons to the cabinet room, the eleven-minute conversation that would this time end differently, the letter of resignation that Polk would have already drafted in his precise, prosecutorial hand. And Allen's resolution would pass the Senate floor within the week, and the Royal Navy would have its pretext, and the two-front war that Buchanan had spent six weeks labouring to prevent would commence before the leaves turned.

His writing hand cramped at the bottom of the second page, the tendons seizing between the third and fourth fingers in a tight, pulling contraction. He set the pen down and pressed his hand flat against the desk's surface until the fingers extended and the cramp released by slow degrees.

He read the two pages through.

Then he took the second sheet — the page containing the verbal assurance, its precise language, Pakenham's name attached to an unauthorised understanding — and held it over the lamp's chimney.

The paper caught at the lower corner first, a thin orange line that widened and darkened and began to curl upward. The smell came immediately: acrid and sharp, nothing like wood smoke, a purely chemical dissolution that mixed with the taste of the cab's stale tobacco still clinging to his coat. He held the sheet until the flame approached his fingers, then set the curling remnant in the small tin dish he kept for spent tapers. It finished burning on its own. He watched it finish. Then he wiped the soot from his thumb and forefinger onto his handkerchief, rubbing until the cloth showed grey and his fingers showed clean.

He drew the surviving page toward him and read it again. The verbal assurance was not there. In its place, toward the end of the paragraph describing the afternoon's progress, he had written: informal understandings regarding existing commercial practices on the Columbia River system were acknowledged between the parties in the course of discussion.

Fourteen words. Load-bearing, and hollow, and they would have to hold.

He took a fresh sheet and copied the report in full. He sealed it, addressed it to the President, and set it at the edge of the desk where the White House messenger would find it at eight o'clock.


Scene Four: The Seventeen Words

Polk was writing in the margins of Buchanan's report when Buchanan entered, and he did not look up.

The scratch of the pen continued. From beyond the south window, the percussion of hammers against stone carried across the lawn from the Treasury's unfinished wing — blow after blow, irregular, each one landing with a dull concussion Buchanan could feel through the soles of his boots on the bare floor. The morning light entered hard from the east, striking the portrait of Andrew Jackson at an angle that flattened the old general's face into something more martial than the painter had intended. Every document on the desk appeared as evidence. The air in the room carried the dry mineral smell of heated iron and, beneath it, the faint sweetness of beeswax from the candles burned down to their stubs on the side table — last night's work still present, still legible in the room's atmosphere.

Buchanan stood, hat in hand, and waited. He counted the seconds by the mantel clock's ticking. He reached fourteen before Polk spoke.

'Sit down, Mr. Buchanan.'

Buchanan sat. He placed his hat on his knee and squared his shoulders against the chair's back, because the instinct to arrange himself as a supplicant was one he recognised and refused. Polk's pen — Buchanan's sanitised report — lay open on the desk between them, and Polk was writing in its margins in a hand so small and compressed it might have been a cipher.

'The settlement,' Buchanan commenced, 'will satisfy the Senate on the essential questions of navigation and sovereignty, while preserving the administration's—'

'I have read your report.'

Polk set the pen aside. He looked up for the first time, and his eyes — pale, unblinking, trained to see through courtesy the way a surgeon sees through skin — fixed on Buchanan with an attention that was worse than anger, because anger could be met. This could only be endured. He turned to the third paragraph and read aloud, without inflection, as one reads a statute whose operative clause one has already identified:

'"Informal understandings regarding existing commercial practices on the Columbia River system."'

He closed his mouth. He waited.

The hammers struck. The clock measured. Somewhere in the corridor beyond the closed door, a footstep crossed the floorboards and receded.

'What, precisely, did you understand informally, Mr. Buchanan?'

'The phrase reflects the established diplomatic idiom of prior Anglo-American instruments — the Convention of 1818, the joint occupation provisions, the commercial understandings that have governed that river's trade since Mr. Monroe's time. Minister Pakenham and I exchanged no undertakings that depart from the framework those provisions have already fixed. The language is, I confess, compressed, as such language in a preliminary report must necessarily be—'

'Compressed.' Polk repeated the word as though weighing it on a scale. 'You compress a great deal into fourteen words, Mr. Secretary.'

Buchanan's right hand moved once toward his cravat and stopped. Fourteen. Polk had counted them. The realisation arrived not as surprise but as confirmation — not that Polk had read the phrase, but that he had enumerated its syllables, measured its evasions, and arrived at a number he now deployed with the quiet precision of a man laying down a card held long in reserve. The hammers outside fell. The clock ticked. Neither man moved.

'I would note, Mr. President, that the Senate will require your engagement for ratification. The Western men — Allen among them — will want reassurance that the administration regards this settlement not as retreat but as the accomplishment of the republic's legitimate interest in the northern boundary. A word from you, in the appropriate quarter, before the treaty is submitted—'

'Mr. Buchanan.' Polk placed both hands flat on the desk. 'Did you offer Pakenham anything on that river which is not in this report?'

The question hung between them. The hammers had stopped. The silence that replaced them was worse — a sudden, ringing absence, as though the morning itself had drawn b

reath and held it.

'I offered him,' Buchanan said, and his voice did not waver, 'the recognition of existing practice. Nothing more. Nothing that any minister in the past thirty years would not have offered in the same circumstance.'

Polk held his gaze. Three seconds. Four. Five.

Then he closed the report. He took up his pen. He opened a War Department dispatch and began to read it.

'The boundary is settled. That is the administration's position.' He did not look up. 'General Taylor has communicated to Secretary Marcy that the road from Monterrey presents logistical difficulties that require my direct attention. I shall want your assessment of the diplomatic implications of any armistice arrangement, should Taylor's position require it, before the end of the week.'

Buchanan counted without meaning to — the boundary is settled, that is the administration's position — and arrived at seventeen words, and held the number. He had counted Polk's note to Marcy after Palo Alto. Thirty-two words of commendation for a battle that secured the Rio Grande. Seventeen for a negotiation that secured half a continent.

He rose. 'You will have the assessment by Friday.'

Polk's pen moved. He did not raise his eyes. But his left hand — the one not writing — came to rest upon the closed report, fingers spread across the third paragraph in a gesture that required no elaboration: I know what is not in these pages.

Buchanan turned and walked to the door. He had his hand upon the latch when the outer door at the corridor's far end opened — not the anteroom through which he had entered, but the private passage from the War Department offices, the one used only when the matter would not wait for appointment or propriety. Marcy's secretary came through it at something between a walk and a run, his coat unbuttoned, a folded dispatch held before him like a man carrying fire.

He stopped when he saw Buchanan. His eyes went past him to the President.

'Sir.' The word came out stripped of all its usual ceremony. 'General Taylor has signed. The armistice is concluded. The terms—' He swallowed. 'The terms were not those you authorised.'

The pen ceased its movement. Polk looked up for the first time since he had opened the dispatch — looked up not at his secretary, but at Buchanan, standing at the door with his hand still upon the latch, and the expression on the President's face was not anger, not yet, but something that preceded anger the way a held breath precedes the report of a gun.
